Reforms without trust. The end of the "saga" of property restitution?

Summary/Abstract: The article critically analyzes the changes brought by GEO no. 38/2025 to the regime for the restitution of nationalized properties, focusing in particular on the limitation of the compensation paid to any subsequent acquirers of compensation points. Problems of retroactivity, infringement of the right to property and even the risk of an anticompetitive practice by the state are highlighted. The author concludes that, without transparency and respect for the rules, any legislative reform risks missing its purpose and undermining trust in the state.
