Summary/Abstract: The article examines the role of ex officio publication of information of public interest (proactive disclosure) as a fundamental pillar of open government and an instrument of institutional accountability. The international and national legal foundations are analysed, focusing on the application in Romania of Law no. 544/2001 and subsequent normative acts. The paper highlights the benefits of proactive transparency for public administration and citizens, as well as the challenges of unitary implementation. International best practice models and concepts of ”meaningful proactive disclosure”, ”targeted transparency” and ”open data” are presented. In conclusion, it underlines the importance of strengthening proactive disclosure standards and the correlation between transparency, open data and public sector innovation as the basis for democratic and participatory governance.
