Summary/Abstract: The digital transformation of public administration is one of the essential directions of modern governance, in which efficiency, transparency and citizen participation become central objectives. The paper explores the evolution of local administration through the transition from the e-government model to smart governance, having as a case study the municipality of Alba Iulia, the first city in Romania to implement a complex Smart City program. The analysis follows the legal and administrative implications of the digitalization process, the role of local authorities in facilitating access to digital public services and adapting the legal framework to new technological realities. The study highlights how the Alba Iulia Smart City project redefined the relationship between the administration and the community, constituting an example of innovative local governance based on the principles of good administration, accountability and collaboration between the public and private sectors.
