Summary/Abstract: Trust is a necessary part of the human life form. When we act, we inevitably rely on the fact that the conditions of the action will not change so as to frustrate the achievement of its purpose. Relying on something is inevitable because we need predictability, and we cannot in each case test whether particular circumstances, people, or orders are worth relying on. There are many different practices in which we encounter the issue of trust. It is difficult to work out a single notion of trust. In any case, we know that trust can be lost, but it can also be rebuilt. We also know that, once lost, trust is very difficult to rebuild. Trust only attracts attention when it becomes a problem. It becomes a problem either when we mistrust people or institutions that we should trust, or when we trust people or institutions without any reason to do so. We constantly have to rely on other people. Reliance is basically dependence on others. Relying on something or someone is risky. It is a greater risk to rely on someone because they may decide by their actions not to meet your expectations. We live by constantly calculating risks. Trust begins where one must decide for oneself whether one has reason to trust someone or not. We usually decide who is trustworthy based on three criteria: a) honesty; b) competence; c) reliability. Assuming that in general there are almost always grounds for distrust, it is perfectly reasonable to exercise control where there are legal requirements for actors The following relationship is known: control always requires expenditures of time, energy and material resources, while trust saves resources. The undermining of trust in public institutions is due to their inability to perform their prescribed functions, to the adoption of unfair norms, to the non-compliance with announced rules and procedures, to the non-compliance with contracts and publicly made promises.
