Educational Qualification – a Necessary Condition for Increasing the Quality of Services Offered by Real Estate Agencies in the Future Law on Intermediary Services in Real Estate Transactions

Summary/Abstract: This article analyzes the role of educational qualification as a key factor for improving the quality of real estate intermediary services in Bulgaria in the context of the forthcoming Law on Intermediary Services in Real Estate Transactions. The research examines the theoretical foundations of service quality, the current state of the intermediary sector, international regulatory practices, and the evolution of legislative initiatives during the 2022–2025 period. By systematizing the main provisions of the submitted draft laws, the study demonstrates that educational and professional qualification requirements are gradually becoming a central instrument for the professionalization of real estate brokerage activities. The findings confirm that the introduction of an educational qualification threshold is not only a tool for improving service quality but also a prerequisite for strengthening consumer protection, increasing market transparency, and ensuring the sustainable development of the real estate market in Bulgaria.
