CONTRIBUTION OF THE NOBILITY OF BESSARABIA PROVINCE OF THE FORMATION AND DEVELOPMENT OF THE CREDIT AND BANKING SYSTEM OF THE REGION (OF THE LATE 19TH – THE EARLY 20TH CENTURIES): SOURCE BASE OF RESEARCH

Summary/Abstract: The author inhis article, an attempt is made to generalize and systematize the source base of topic reserch on the keepig of the Bessarabian nobility in the improvement of the loant and financial structure of the province. It is proved that since the formation of the Central State Bank of the Russian Empire, researchers have focused only on recording events and characterizing the general state of credit in the state. It is described that at the end of the XIX century. theoretical works appear in which the credit and banking system is considered as a socioeconomic phenomenon. The very wide list scientists that works in the sphere of credit use the fragment of source base without general systematization of the materials and documents. There are a number of published and archival sources on the selected topic, data from reference, periodicals and statistical publications. The whole range of materials used in this article can be classified as follows: archival materials, collections of published documents, periodicals, statistical directories, address-calendars, legislative (regulatory) acts, 6) materials of personal origin (memoirs). The scientific article analyzed and involved the documents of the Central State Archive of Ukraine in Kyiv, the State Archives of Odessa region, the Municipal Institution «Izmail Archive», the National Archives of the Republic of Moldova. Besides in this article author generized the periodical newspapers and statistic journals that would help to the scientists to exlore the topic. Thus, the available source base is sufficient for in-depth coverage of the participation of the nobility of Bessarabia in the formation and development of the credit and banking system of the region (in the second half of XIX – early XX century. The author paid special attention to legislative acts. In particular, the edition of the Complete Collection of Laws of the Russian Empire. Some laws concerned the loan, the amount of interest charged, the statute and the charter of certain state small and banking institutions, which also applied to the Bessarabian province. Analysis of archival and published documents allows us to comprehensively consider the participation of the nobility in the activities of credit and banking institutions of the Bessarabian province of this period. These periodicals and statistical publications provide an opportunity for case studies of the financial system of the region and the personal contribution of the aristocracy in this area of socio-economic relations.
