Summary/Abstract: In the process of restoring the standards of a democratic state under the rule of law after the populist right’s rule from 2015 to 2023, most attention is being paid to juridical issues, including the restoration of a true constitutional court, the correct formation of the National Council of the Judiciary.The future of the liberal democratic system and the rule of law also depends on a set of less visible factors related to the legitimacy of the state and its system. One of these is confidence in the mechanisms of promotion in public institutions. The purpose of this paper is to examine some of the ways in which the factor of merit and, as far as possible, pluralism of opinion can be strengthened in the selection of persons for chief state positions, especially in independent bodies. The author took into account several postulates for this purpose, such as the participation of more state bodies in these mechanisms, the opening of these processes to non-governmental organisations or the change of the minimum majority threshold in parliament to support the appointment of a person to office. The dogmatic-legal method was used as the primary method, with historical and legal-comparative methods also used auxiliary.
