Summary/Abstract: Article 63 of the Constitution of the Republic of Poland provides for the right of everyone to submit complaints, applications, and petitions to public authorities as well as to social organizations and institutions in connection with their performance of delegated public administration tasks. There is a close relationship between this right and participation in local government, as residents, by submitting complaints, applications, or petitions to the bodies of local government units, engage these entities in carrying out specific actions. In this article, the author characterizes this right, presents its functions, and attempts to answer the question of whether the current legal framework is sufficient in the context of public participation in local government or whether it requires appropriate amendments.
