Summary/Abstract: This study aims to explore pathways for achieving urban and rural sustainability as a fundamental entry point for enhancing sustainable development. It focuses on analyzing the interactions between urban and rural areas and identifying shortcomings in traditional development policies. The significance of this research lies in its examination of the development gap between urban and rural environments – one of the major challenges to achieving social and spatial justice. The study adopts a descriptive-analytical methodology, supported by a comparative analysis of various international experiences and integrated development models. It also includes a field survey targeting a sample of local stakeholders from both urban and rural settings. The findings reveal a clear disparity in infrastructure and service levels, as well as a lack of policy integration, which exacerbates social and economic inequalities. The study further shows that achieving sustainability requires a holistic approach that links urban development with environmental and social justice. Based on these findings, the study recommends the adoption of a unified national sustainability strategy grounded in decentralization, strengthened community participation, support for local economies, and the activation of participatory planning tools to ensure balanced and sustainable development between cities and villages
