Summary/Abstract: The present study examines the setting of statutory minimum wages (MW) depending on enterprise size, measured by the number of employees. Productivity, purchasing power, MW, and average wages (PW) were compared in two periods: 2008–2015 and 2016–2023. The choice of these periods was justified by the differences in the economic policies applied, including labor market policies. Furthermore, MW increased more rapidly in the 2016–2023 period, so that the MW-to- PW ratio reached a level close to 50%. This level is reflected in the EU Directive on adequate minimum wages. It was found that a more favorable level of productivity and purchasing power, compared to the 2008–2015 period, was achieved in the 2016–2023 period, during which the MW-to-PW ratio approached 50%. In 2015, this ratio was approximately 30%, reaching 45% in 2022 and subsequently increasing to 50%, approaching the levels observed in Germany and France. This development provided a basis for the likely impact of MW on the condition of enterprises and economic development. A theory of private sector diversification was proposed, which, in particular, may address gaps in sectoral and employment effect theories. Based on the analysis of data from the Central Statistical Office, the OECD, and other reliable sources, arguments were presented in favor of the theory of a diversified minimum wage and the justification for private sector diversification. Finally, a preliminary description and initial results of the initiated survey research on private sector employment in Poland in the context of diversification theory were presented. This research is ongoing and expected to be completed in the near future.
