Publication and use of digital research data and information

Summary/Abstract: This article provides an overview of the rights and obligations arisingfor various entities involved in electronic access to scientific information in relationto the process of publishing digital scientific data and information. First, it examinesthe obligation of public sector organizations, research organizations, and researchfunding organizations to publish research data, understood as information collectedor generated in the course of publicly funded research activities. Such data should be published in accordance with the requirements applicable to open data, namely publication in an open machine readable format with free access. In connection with the mandatory regime for data publication, the rights and obligations of authors of scientific literature works that have been accepted for publication by a publisher and have not been disclosed are presented below, as well as the obligations of authors of published scientific research results to publish data and publications under the conditions of public free access in a national repository of scientific information, the result of scientific research – the Bulgarian Open Science Portal.
