Summary/Abstract: This article assesses the effectiveness of reforms introduced under the New Pact on Migration and Asylum. As the opening piece in a broader series, it concentrates on the reform of the Dublin system, established by Directive 2024/1346 and Regulation 2024/1351. Particular attention is given to the dynamics of the reform and the role of the Visegrad Group states, which during the migration crisis prioritized national interests over the rights of applicants for international protection.The analysis seeks to determine whether the new legal framework substantially reshapes the EU’s migration and asylum policy, and if so, in what direction. It advances the hypothesis that the reform reflects long-standing demands of the Visegrad states—articulated since at least 2015 centered on rejecting mandatory relocation mechanisms and promoting a distinct interpretation of solidarity. The study applies a legal-analytical method.
