Summary/Abstract: This study analyzes the applicability of purchasing power parities (PPP) in justifying the remuneration collected by collective management organizations (CMOs). The analysis is based on understanding PPP’s dual role - as a tool for economic comparison between countries and as a conversion mechanism that eliminates differences in price levels. A distinction is drawn between the use of PPP for selecting reference countries and its application in direct price comparisons, particularly through indicators such as the Comparative Price Level (CPL) and GDP per capita in PPS. Based on the case law of the Court of Justice of the EU, in particular Case C-177/16 (AKKA/LAA), the study argues that PPP can serve as an indicator of unreasonably high tariffs imposed by CMOs, but not as an independent means for determining the level of remuneration. An original complementary method is also introduced - the so-called ‘national test’, which assesses the correspondence between the economic environments of the reference and the local country, including using a sector-specific “specialized basket” of products and services. The study concludes that PPP is a valuable analytical instrument with a specific but limited role in CMO tariff formation. Sound justification of such tariffs requires a comprehensive approach that combines economic comparison, sectoral analysis, and assessment of local market conditions.
