Summary/Abstract: The European External Action Service is a sui generis diplomatic service – an innovative, hybrid structure integrating foreign and security policy, representing a fusion of two epistemic communities: the national (national diplomats) and the supranational (Eurodiplomats). Each group represents different loyalties, distinct organisational cultures, and varying understandings of national and European interests, and holds divergent visions of how these interests should be formulated, negotiated, and promoted. The aim of this article is to examine how the EEAS’s organisational and staffing models influence the development of the Service’s diplomatic culture.
