Summary/Abstract: The universality and diversity of threats are associated with the occurrence of classic and new threats, natural, civilizational and social. These are all phenomena and factors that directly or indirectly violate human rights and freedoms, and violate interpersonal relations desired by the state and society. These threats refer to everything that threatens the loss of life, health and property. Nowadays, the most troublesome threats to societies are situations caused by natural disasters, over which humans most often have no influence. However, the most dangerous are those that are mainly of a civilizational nature and are the product of human activity. They pose a direct threat to society, affecting the functioning of people, states and institutions. These are primarily threats caused by terrorist acts. The possibility of the above situations is imposed on state services, including the Police, and an appropriate way of preparing for them. One of them is the organization of police exercises in the field of response to special and crisis events. For the purposes of the article, research was carried out to determine the requirements and principles of preparation and implementation, which significantly affect the efficiency and effectiveness of police activities.
