Summary/Abstract: T his paper examines and evaluates the infl uence of Sweden’s three largestcities (Stockholm, Gothenburg and Malmö) on the state’s foreign policy. Toachieve this goal, the following research questions need answers: can cities——and if yes, then how—infl uence the state’s foreign policy as exemplifi edby Sweden? Do cit ies conduct their foreign policy or diplomacy? If so, howand which sector of the state’s policy is infl uenced most? If and if so—towhat extent Stockhol m dominates in this aspect compared to the other twoSwedish cities? The main conclusions include: Swedish cities infl uenceSweden’s foreign policy mainly through city networks, by lobbying EUpolicies that affect Sweden, and by participation in international conferences.Foreign affairs are the domain of the central government of Sweden, andcities conduct activities in this area only to the extent permitted by nationallaw and practice.
