THE ROAD TO THE ECONOMIC EFFICIENCY OF THE DISPOSAL OF MILITARY PROPERTIES

Summary/Abstract: The Ministry of Defense, as the holder of the right of use, disposes of immovable properties that are state property. The real estate in question consists of military complexes, apartments, adapted premises, business premises, garages and garage spaces, which the Ministry of Defense, as a beneficiary of the funds of the budget of the Republic of Serbia, uses in accordance with their nature and purpose or can alienate them if they are in the Master Plan or lease them with the consent of the Republic Directorate for Property. Analysis of the alienation of military real estate from the Master Plan, as well as the existing way of leasing business premises, apartments and adapted spaces by the Ministry of Defense indicates the need to increase the efficiency and economy of the disposal of military real estate, which is the subject of the analysis of this paper. Therefore, the Ministry of Defense, as a user of military immovable property that was not used for its own needs, did not take advantage of the available opportunities for increasing public revenues, which belong to the budget of the Republic of Serbia, based on the sale of said military immovable property from the Master Plan or leasing, as well as for the reduction of public expenditures based on the transfer of energy and utility costs, regular maintenance costs and other costs, i.e. services related to their use and maintenance.
