Summary/Abstract: The author interprets the topic from the perspective of an academic conclusion,an opinion from an operational study, media facts and shared foreign experience regarding: the specifics of the Bulgarian transition to a market economy and its stages: the importance of the economic “time” factor, the influence of business practices on the labor market, initiatives to improve administrative services. The presentation attempts to specify the conclusion made in an operational study by the Institute for Market Economy that railway transport is “off the rails”. The“off the rails” condition is transposed – as referring to: investments, jobs, opportunities for sustainable development. The influence and complicity of professionals from “Human Resources”in the creation of future jobs is assessed as secondary in relation to macroeconomic decisions, even in the implementation of microprojects. At this stage, a psychological impact could be exerted in the selection of personnel "on the green", in the process of discussing business projects, especially by young entrepreneurs, in the search for opportunities to revive family economic initiatives, small and medium-sized enterprises, including in cases where their legal liquidation is being prepared.
