Summary/Abstract: This paper examines the lending fee for printed works in public libraries, a legal obligation in the Republic of Serbia established by the Law on Copyright and Related Rights. This fee is to be implemented by a designated collective management organization. As of early 2025, six such organizations are licensed by the Intellectual Property Office in Serbia. Among them, the Organization for the Reprographic Rights Management (OORP) is specifically analyzed in this paper. OOPR’s mandate is to enable publishers, writers, translators, and authors of textbooks and other printed works to collectively claim their copyright revenues, in accordance with national legislation and the practices of relevant international organizations. The practice of charging a lending fee for printed works has been an international norm for many decades in some countries. Therefore, this paper also presents comparative models from abroad, with a particular focus on the approaches taken in Croatia and Slovenia.
