Summary/Abstract: Equality is one of the fundamental principles of parliamentary elections. In material aspect, however, it depends, not only on the decision of the legislator, but also on the factual circumstances in which this decision is made and subsequently implemented. Given that the realization of material equality is affected by the demographic changes and migratory movements that occur, it is questionable whether the adoption of a static mechanism for ensuring voting power is adequate. An alternative proposal for an effective approach to material equality is to base the number of seats allocated in each constituency on the actual number of voters in the constituency. This will make citizens’ influence on governance more realistic and make the electoral system independent of political manipulation. In the opinion of the authors, it is also necessary to rethink the way votes from abroad electoral constituencies are taken into account in view of the number of seats assigned to the Warsaw constituency.
