Summary/Abstract: Moving from traditional reality to the Internet, in addition to unquestionable benefits and facilitations, the emergence of disturbing situations. They concern the safety of users, are associated with the content appearing on the network. Such trends can be classified in various ways, indicating both the groups of recipients most vulnerable to them, but also actions or activities of a harmful or risky nature taking place online. One method of counteracting them is to adopt legal regulations that will hinder their appearance or reduce their harmfulness. However, one should be aware that law is secondary to reality, and its function is to respond to emerging needs or challenges in society. In the case at hand, it is primarily to organize the situation on the Internet and effectively protect fundamental rights. It is for this purpose that appropriate mechanisms and tools are introduced. In view of the peculiarities of the Internet, supranational legislation seems to be the most effective. Thus, it seems that in European conditions, it is best to create legislation in the European Union system, which will cover the territories of the current 27 member states. Introducing such legislation is, of course, an important solution, but it should be remembered that much of the technology is developed in other parts of the world (also classified as non-democratic), where there is a different approach to protecting users, fundamental rights, or the rights of entrepreneurs. What we observe in the European Union should be regarded as important solutions of a regional nature, but which can serve as inspiration for other systems.
