Summary/Abstract: In the migration studies literature, migration policies of the states targeting migration have been discussed on many different grounds such as economic, social and legal. However, although these policies have been discussed in depth from different perspectives, the policies are related to the practices of these states within their existing borders. However, the migration policies of the target countries should have a holistic structure in terms of content and target group, covering not only the individuals who stay in the country but also the individuals who decide to return. It is important to cover the individuals who are subject to migration policies - without discrimination - and to address and construct both migration policies and voluntary return policies to be followed in connection with these policies by addressing all kinds of needs of these individuals as a whole. The Republic of Türkiye’s acquaintance with migration movements goes back a long way due to its geographical location. However, the history of both political and administrative regulations on migration policies is relatively new and these regulations have been the subject of studies by many disciplines. The Republic of Türkiye, which faced intense migration movements after the Syrian Civil War, constitutes a suitable case for holistic migration policies and return analyses in the context of the fall of the Assad regime and voluntary returns. Within the scope of this study, the migration policies of the Republic of Türkiye after the Syrian Civil War that started in 2011 will be examined and holistic migration theories will be analysed in general and suggestions for voluntary return policies will be given.
