Summary/Abstract: The issue of energy policy, in particular the aspect of gas supply security, has rarely been throughly analyzed in the historical context in the Polish economic literature. It is probably due to fact that, until recently, liberalization was the top priority of energy policy, overshadowing the issue of security of supply. The current decade has seen the energy policy's focus return to the traditional priority of supply security. It refects concern that liberalization, firstly, does not create desired conditions for executing a broad program of investments in transmission and storage capability modernization and expansion, and secondly, is not a good solution in the context of an increasing importance of geopolitical factor, in particular Europe's growing dependence on gas imports. The paper aims to present the origins and implications of the two important turning points - often reffered to as paradigm changes - in the energy policy of the last few years. The paper ends with discussion of recent indicators of a possible dramatic decline in the role of the geopolitical factor and its consequences for the shape of the energy policy.
