Summary/Abstract: Agreement on objectives is an instrument of the implementation of the strategic planning. There are two types of the agreements on objectives between executives of the university and faculty (internal) and between the university and Ministry of Education. The author analyzes the agreements on objectives in higher education of Germany and Austria.
