"WHISTLEBLOWERS" - ANALYSIS OF THEIR ESSENCE AND SIGNIFICANCE IN RELATION TO THE PREVENTION AND FIGHT AGAINST CORRUPTION

Summary/Abstract: The purpose of this article is to clarify the nature of "whistleblowers" as well as the scope of subjects to protection. A rich variety of legal definitions of whistleblowing entities and their importance in contemporary society in the fight against corruption are examined. It is argued that as the legal framework has evolved, the personal and material scope of whistleblower protection has expanded, firstly by increasing the number of whistleblowers by including not only employees/workers who have access to information about wrongdoing, but also by expanding the number of direct observers and, respectively, whistleblowers who can report and receive protection - to all those who have some form of connection to the organisation.
