Summary/Abstract: Free public access to scientific researches results with the right of their legal usage are the challenging and important task of the scientific communication. First of all, these researches are publications that went through scientific review and archivation in printed or electronic form. Implementation of public access to online scientific results publications are of peculiar interest.
