Summary/Abstract: The aim of the paper was to attempt to analyze the phenomenon of the «commissioner» in the process of the grain procurement plan implementation. This phenomenon led to the seizure of almost all grain from Ukrainian peasants and became one of the Holodomor-Genocide 1932–1933 factors.
