Summary/Abstract: Special intelligence means constitute a major form of interference with the privacy of the person, the home and the secrecy of correspondence. They are applied in compliance with the requirements for proportional, subsidiary and necessary impact on fundamental rights of citizens. Considered in the context of the practice of the ECtHR, they fall within the scope of the so-called "covert surveillance". The latter has an autonomous character. In this regard, separate decisions of the Court in Strasbourg, which clarify its nature, are examined.
