Summary/Abstract: The study addresses analysis of application of consultation tools in local decision-making processesin Poland. Participation has become an important mechanism for improving efficiency and legitimacy of governance. It is also frequently perceived as a tool to support democracy and oppose populism. In Poland it is especially popular on local level, where the local government may have positive influence on efficiency of the participation. Participation is meaningful only if it ensures actual impact of residents on the implemented policies, because in reality it is sometimes restricted to informing or even tokenism and pretended involvement. The study analyzes the topics covered by the consultation processes, their importance in the settlements, and their impact on the policy decisions.
