Summary/Abstract: This study investigates the effectiveness of the Learning Continuity Plan (LCP) implemented by Higher Education Institutions (HEIs) during the COVID-19 pandemic. Focusing on flexible learning integration, resilience interventions, and monitoring and evaluation, the research employed a mixed-methods approach involving surveys of 377 students, 236 faculty, and 21 program heads across six satellite campuses in Nueva Ecija, supplemented by interviews with key stakeholders. Findings reveal a generally structured LCP framework, with positive perceptions of its execution among program heads and faculty. However, student satisfaction with the LCP was significantly lower. This disparity highlights divergent perspectives within the school community regarding the plan's implementation. Furthermore, the study identified correlations between faculty perceptions and factors such as educational attainment and teaching load, while students' marital status influenced their views. The study's findings offer valuable insights for academic leaders in developing effective crisis response policies, emphasizing the crucial role of community engagement throughout the LCP development and implementation process.
