Summary/Abstract: The postmodern age, embodied in the last five decades, determinies tectonic changes in al spheres of public life. These are especially relations in the fields of science, technical - technological progress and security. The social development of individual states is channeled through the official conceptualization of the European Union and relevant factors of the international order. Traffic - transport policy with evident controversies emphasizes the accelerated integration into the group of prosperous countries. Scientific trends of digitalization are incorporated here, with adeqate implementation of new information ond communication technologies. Modern security challenges are constantly spreading and dramatically endangering the existence of the human population. The planetary epidemics, primarily the current pandemic COVID - 19, pose an essential threat. Its repercussions so far, malignat escalation with numerous modifications and the imperative of health care of the population, imply a first - class obligation of the WHO and others competent subjects of the global community.
