Summary/Abstract: Nowadays, Artificial Intelligence (AI) is becoming increasingly im-portant, and this is no exception in the military, because, thanksto machine-learning algorithms, computers can now perform com-plex tasks semi-independently. In military operations, the leadersare forced to risk, and in some cases sacrifice, human lives. Thequestion arises as to what happens when command decisions aremade by AI. The author has already addressed the issue of themilitary application of AI in several publications. In this paper, thesocial and ethical issues involved in military applications and otherhuman aspects of AI have been some of the subjects of the inves-tigation. The subsequent sections summarise the use of AI, formilitary purposes in particular, from the perspective of its poten-tial impact on democracy. The article concludes with an overviewof the international state of regulation of AI, without claiming tobe exhaustive, but with a particular focus on the rules governingmilitary use.
