Proposal for a Rating Scale to Evaluate the Achievement of Speaking Turkish as a Foreign Language

Summary/Abstract: This study was conducted to develop a rating scale for assessing speaking Turkish as a foreign language. In the development of the scale, the following stages were followed: determining the purpose, literature review, creating the item pool, consulting expert opinions, pre-application, validity and reliability calculation. The opinions of 10 experts were used to determine the content validity indices of the items in the scale. In order to calculate the reliability of the scale with Kendall's Coefficient of Agreement, the speaking achievements of a total of 60 language learners (20 beginners, 20 intermediate, 20 advanced) were evaluated by 3 raters. As a result of the analysis, it was found that the CGI values of the items in the scale and the Kendall's Coefficient of Agreement (W) between the raters were greater than .80. As a result of these findings, it was concluded that the “Turkish as a Foreign Language Speaking Achievement Rating Scale” consisting of a total of 4 sub-dimensions (i.e. “utterance”, “content-language use”, “fluency”, “interaction-presentation strategies”) and 11 items was valid and reliable and could be used to evaluate the speaking achievement of beginning, intermediate and advanced language learners.
