Summary/Abstract: In the final articles of the Public Libraries Act, adopted in 2009 by the National Assembly of the Republic of Bulgaria, was made a provision for development and adoption of several secondary documents. One of them is “Standard for library and information services”. It contains indicators which regulate the conditions related to the characteristics of setting, operation, use and evaluation of library and information services in public libraries. The indicators are the targets, which have to be reached by all public libraries to ensure equal access of all citizens to high quality library and information services. The article analyze the reasons for the still not accepted by the Ministry of Culture standards for library and information services, despite entering the fifth year of operation of the Public Libraries Act.
