Summary/Abstract: In order to understand the economy and state institutions, which are at the very center of social life, and the relationship between them, it is necessary to know their history well. Since economic activities emerged with the ability to think, it is necessary to go back to the time when humans first emerged for this dating. For this purpose, we examined in the study the first forms of basic socio-economic phenomena such as consumption, family, trade, surplus time, production, organization, technological invention, social roles, social classes, banking, urbanization, property and state activities such as public service, taxation, income distribution policy and legislation in the first civilizations that emerged in Mesopotamia, Egypt, the Aegean, East Asia and South America. As the definition of the modern concept of "economics" confirms, all economic phenomena emerged as a result of human needs, and the need for an authority to protect property gave birth to the institution of the state. In the first civilizations, the economy was shaped by social, cultural, political and religious life.
