Summary/Abstract: Technology management is one of the concepts that has started to be mentioned much more today and has started to be examined in the field of management science with the development of digitalization and technology. Technology management is essentially defined as the process of planning, implementing and controlling existing processes related to technology. Considering the recent past, although technology management is frequently mentioned in the private sector, today public institutions have also increased their studies on technology management. One of the most important reasons for this situation is the strengthening of competitiveness with the increase in the technology management levels of countries. For this reason, the perceptions of technology management of public employees working in public institutions are also important. In the study, the technology management perceptions of public employees were examined based on demographic variables with the help of the Technology Management Scale developed by Akkoyun (2015). The aim of this research is to reveal the technology management perceptions of participants working in Kastamonu province as public employees. The study is important because there are not many studies in the literature that reveal the technology management perceptions of public employees. Determining the perceptions of public employees on technology management and eliminating the identified deficiencies will allow the technological transformation process in the public sector to progress more effectively and efficiently. The sample of the study consists of 389 public employees working in the city center of Kastamonu. As a result of the study, the opinions of public employees on technology management were determined and the average of the perceptions of public employees on technology management in the province of Kastamonu was determined as (x=3.39). In addition, it was found that employees of different public institutions (Sig. 0.03) and public employees with different income levels (Sig. ,000) differed from each other in a statistical sense. In the last part of the study, various policy recommendations were developed on how the perception and effectiveness of technology management could be increased.
