Summary/Abstract: The paper examines the financial challenges, the possibilities for strengthening the reaction forces and the critical infrastructure that are associated with the implementation of national security policies and concepts, considering Romania’s obligations within NATO and the European Union. The main aim of the research is to analyse the impact of budgetary constraints on the state’s ability to meet its international security and defence commitments and to respond adequately to emerging risks. The study argues the need for a detailed assessment of procurement decisions in terms of costs and their association with national security, integrating concepts such as “financial security” and “strategic efficiency” to highlight the relationship between economic resources and strategic performance. The methodology adopted includes a qualitative analysis of official documents and financial reports of NATO and EU member states. The results of the research aim to identify sustainable financing solutions capable of supporting national security policies through an optimized allocation of resources.
