Citizens’ initiative in Switzerland and Poland

Summary/Abstract: In the article the author presents and compares the functioning of the citizens’ initiativein Switzerland and in Poland. He formulates the hypothesis that implementing some solu-tions close to Swiss popular initiative could, under certain conditions, beneficially enrichthe Polish political system. He also claims that some of these conditions will not be metin the short term. This claim is supported, among others, by the fact that the majority ofSwiss taking part in the voting is guided by arguments other than those of most Polishvoters. The arguments guiding the Swiss are mentioned among others in the descriptionof two popular initiatives included in the article.
