Electoral System to the Mongolian Parliament and its Effects on Formation of the Party System between 1992–2006

Summary/Abstract: This article deals with the electoral system to the Mongolian unicameral parliament – The Great State Hural. Main goal of the paper constitutes an analysis of the electoral system in 1996, 2000 and 2004 elections and its effects on formation of the Mongolian party system. The paper also includes description of “founding” elections in 1990 and elections in 1992 by reason of introduction with particular actors of the party system. The artcilce concludes with observation that fundamental condition, which affects functioning of the electoral system is form of the structuration of the Mongolian party system. Electoral system so contributes to creation of bipartism only in situation, where this is supported by coincidental structuration of the party system.
