The importance of the economic sector energy can be seen from the fact that one of the main tasks of the first Five-Year Plan (1947-1951) was to develop the electric power industry and ensure electrification of the country. That plan foresaw, also, engaging labor force needed, especially those who are professional and qualified, which there was a shortage. In order to accomplish the plan, the work began with the establishing electric companies (“Electric Enterprise Tuzla”), building hydroelectric power plants (HE in Vlasenica on Jadar and the dam of hydroelectric power plant in Zvornik). Besides that, there was the establishment of a network of transmission lines, such as: Doboj-Lukavac, Tuzla-Zvornik, Bosanski Samac-Zupanja, Gracanica-Gradacac, etc. During that period the electrification of villages was achieved. Energy development had a great impact on the activation of production of other industries. The aim of intentions was to connect energy sources with mineral centres and industrial plants in one unit. Only in this way it could be possible to create the condition for the economic development, which suffered massive damage during the war. The construction of caloric power plants was financed through state loans, which was established as a moderator of economic developments in the early post-war years.
