Summary/Abstract: This paper evaluates the accomplishments of the eInclusion policy of the European Union in 2007. In this field ambitious aims were defined by the Riga Ministerial Summit of 2006. The policy is implemented by the EU applying the so-called “open method of co-ordination”. However, monitoring of the process faces difficulties on supra-national and national level as well. There is a lack of uniform indicators and comparable statistical data that would enable policy makers and stakeholders to formulate specific aims and monitor the attainment of them in all member-states, for all social groups threatened by social exclusion. In the case of Hungary, the author illustrates with statistical data the domains in which the “eInclusion readiness” of the country can be evaluated in quantifiable terms, and identifies those domains where no such comparable information exists.
