Summary/Abstract: In today's world, international relations and diplomacy have undergone a profound transformation due to the impacts of globalization and digitalization. In addition to traditional methods of diplomacy, the new opportunities offered by digital technologies and communication platforms have introduced an innovative approach known as Diplomacy 2.0. This study examines the fundamental concepts of digital diplomacy, its role in transforming international power dynamics, and its impact on actors and methods. The advantages brought by digital technologies, such as speed, accessibility, and transparency, have enabled significant progress in areas like public diplomacy, data diplomacy, and social media usage, making it possible for individuals and non-state actors to engage in these processes. However, risks such as disinformation, cybersecurity threats, and the uncontrolled spread of information are among the major challenges faced by this new form of diplomacy. While presenting the advantages and disadvantages of Diplomacy 2.0, the article also evaluates its potential future impacts.
