Summary/Abstract: The Declaration of the Romanian Workers’ Party in April 1964 was a true act of Romanian independence from the Soviet Union. The Romanian communists rules by Ghe. Gheoghiu-Dej proclaimed fundamental principles in foreign policy, such as „independence”, „sovereignty”, and non-interference in internal affairs. The Declaration was the main act that established Romania’s foreign policy between 1964-1989, and granted Romania autonomy within the communist bloc and a affirmation in the international plan.
