Comments on Regulation 2024/1689 on Intelligence (EU AI Act) – General Purpose AI Models

Summary/Abstract: The article briefly presents and analyzes what a general-purpose AI model (GPAI – General Purpose Artificial Intelligence) means, what additional obligations providers of such models have, towards competent authorities, towards providers of AI systems in downstream, vis-à-vis the holders of rights over the content and the holders of other rights that could be put at risk (for example, data subjects within the protection of personal data), what criteria are applied to qualify such a model as presenting a systemic risk and what additional measures are to apply in this case, as well as how these aforementioned obligations are detailed, adopted and tracked for efficiency and updating.
