Summary/Abstract: Only through effective communication, deeply charged with conclusion, the civil servants with special status and the carabineers within the Ministry of Internal Affairs, can be successful in attracting and determining individuals to submit to legitimate demands, as a unique solution to avoid violence which can be applied for the purpose of incidents’ resolving. And this exceptional tool "Communication”, will truly unleash its extraordinary properties, only in the circumstances in which its user will know perfectly its characteristic features, advantages and disadvantages, compatibilities and incompatibilities, mechanisms, functionality, efficiency, influence and its effects.
