Summary/Abstract: The article outlines the place and role of inspection units in the rail transport system that carry out their risk evaluation and assessment. The article describes the competence requirements to be met by the risk assessment units referred to in the Fourth Railway Package. The article refers to the hazard management process described in Regulation 402/2013, as amended, in the context of the assessment body participation in the assessment of changes considered signifi cant. In addition, the article describes the importance of the ‘safety assessment report in the process of obtaining a permit to operate and the assessment of changes in terms of RAMS standards. The article’s scope also includes the determination of the applicable requirements from the perspective of the ‘requirements capture in the vehicle approval process. The purpose of this article is to answer the question of what eff ect the quality of work and competence of AsBo assessors has on the level of railroad safety, and to verify research problems relating to the eff ect of the quality of work and competence of AsBo assessors on the level of railroad safety, as well as what eff ect the quality of application of regulations has on this level. The article is based on the analysis of documents and the experience of experts conducting independent safety assessment processes. The article proves that cooperation with risk assessment bodies has a positive eff ect on improving the level of safety.
