The Impact of Digital Transformation on Sustainable Development In EU Countries: An Assessment From a Public Policy Perspective

Summary/Abstract: Digital transformation is both a goal of sustainable development and an important source of achieving other goals in the sustainable development process. Nevertheless, digital transformation's progression can yield a dual impact on sustainable development, exhibiting both positive and negative consequences. In this study, we assess the impact of the Digital Economy and Society Index (DESI), which reflects digital transformation in the 27 EU member states during the period 2017-2021. Furthermore, we examine the impact of the individual indicators comprising the DESI on sustainable development, considering the repercussions of the Covid-19 pandemic. The findings of our dynamic panel data analysis reveal that DESI and its subdimensions exhibit varying impacts on the Sustainable Development Goals (SDGs). Consequently, it becomes evident that digitalization may have adverse consequences on the achievement of SDGs. Based on the insights garnered from this research, we provide recommendations for public policies aimed at fostering a positive impact of digital transformation on sustainable development.
