THE TREASURY OF PUBLIC FINANCES ATTRIBUTIONS AND RESPONSABILITIES IN THE CURRENT STAGE

Summary/Abstract: In a general acceptance, the treasury represents the “financial personification of the state”, having the role of a financial intermediary, by means of which the state operates the financial and credit transactions, its activities being strongly connected to the execution of the public budget. By regarding the treasury as a unitary and integrated system it has been possible to achieve an organizational structure that contains well defined activities with attributions, competences, precise responsibilities, with the purpose of ensuring the separation of the public sector’s finances in distinctive accounts from the commercial banks’ own resources, and in order to have a rigorous control upon the transfers in and through its accounts.
