Summary/Abstract: This paper argues that the positive prospects for global civil society depend crucially on two interrelated developments: achieving consensus on ‘normative democracy’ as the foundation of coherent theory and practice, and waging a struggle for the appropriate outlook and orientation of institutions of governance with respect to the framing of globalization. The state remains the critical focus of this latter struggle, although it is not even now a matter of intrinsic opposition between the state as instrument of globalization-from-above and social movements as instrument of globalization-from-below.
