Summary/Abstract: Paradiplomacy literature focuses on federations. This paper isdedicated to selected unitary states. The aim was to identify theachievement of those states in terms of cooperation between centraland local governments with respect to foreign policy. The principalresearch method was a semi-structured direct interview. In the lightof the examined examples, the French model of paradiplomacy for aunitary state appears to be the best solution. It respects both theauthority of the sub-state governments to engage in foreigncooperation and the constitutional prerogative of the government asthe body responsible for pursuing foreign policy of the state.
